I am comanded by the Army Council to state, for the information of secretary Sir „dward Grey, that it appears to
them desirable to withdrew the staff of the orth China
Command for the period of the war, and to place the troops remaining at Tientsin and the Peking Legation Quard in the
South China Comsand.

I am to ask if the Secretary of state for orein Affairs is willing to concur in this proposal.
